Document Description
The Department of Toxic Substances Control (DTSC) has approved a Removal Workplan (RAW) for the shallow groundwater impacted with volatile organic compounds (VOCs) above state Maximum Contaminant Levels (MCLS). The removal action for the groundwater consists of product removal, engineering and institutional controls, and monitoring. A deed restriction will be placed on the site to assure that future construction of buildings over the contaminated areas does not occur and that no residential or sensitive land uses would be permitted onsite. Groundwater monitoring will continue until concentrations have decreased below the San Francisco Regional Water Quality Control Board's (SFRWQCB) Environmental Screening Levels (ESLs) for non-drinking water resource.

Reasons for Exemption
The project will not have a significant effect on the environment because 1. No additional fieldwork will be required in order to implement the proposed remedy. A current network of monitoring wells already exists on the property. 2. Groundwater monitoring will be conducted semi-annually. Four wells exist on -Site. Seven wells are located off-site, just east of the Site boundary. 3. Contamination exceeding drinking water standards in shallow groundwater appear to be stable and decreasing.
