Document Description
The California Department of Fish and Game is issuing an Agreement Regarding Proposed Stream or Lake Alteration (SAA #1600-2007-0209-R5) to the project applicant, (Mr. Richard Demerjian) of University of California, Irvine. The Operator proposes to alter the streambed and banks through the development of 36.8 acres of land site located within UCI's Health Sciences Complex and the widening of the existing California Avenue from two traffic lanes to four. Earth material excavated form the road widening (42,000 cubic yards) will be used to create a pad for the proposed health sciences development. Placement of the earth material will involve filling portions of a jurisdictional drainage (Drainage 1). Two existing storm drain outlets which are located in the southern half of Drainage 1 and provided hydrology to the drainage will be extended under the fill area to maintain flows. The second jurisdictional (Drainage 2) will not be impacted by the proposed development. The project contains two unnamed jurisdictional drainages which are tributary to San Diego Creek. Drainage 1 originates in the southern half of the property flowing north to the property boundary along Academy Way. Drainage 2 flows east to west along Academy Way. Hydrology to the drainages is supplied by storm flows and nuisance flows from existing development. The operator will mitigate 0.17 acre of permanent impacts to native riparian vegetation at compensation to impact ratio of 3:1, for a total mitigation obligation of 0.51 acre; and shall consist of on-site creation, restoration and enhancement of the riparian habitat consisting of willow woodland, mule fat scrub.
