- Caltrans has considered the Neg Dec as prepared by the lead agency and based on the document prepared by the Lead Agency, Caltrans will issue an encroachment permit for the following work; installation of two 8- inch diameter water pipelines extending from Railroad Drive to Sierra Avenue (Ave 403) crossing SR 63. Work consists of approx. 64 feet of jack and bore using a 28-inch diameter casing and 125 feet of open cut trenching.
