Document Description
Southern California Edison Company (SCE), which operates the Kern 1 Hydroelectric Project, has applied for water quality certification pursuant to section 401 of the Clean Water Act. (33 U.S.C. § 1341.) The proposed project is to implement an experimental sediment management program for the Kern 1 project at its diversion facility (Democrat Dam). The project is subject to a U.S. Army Corps of Engineers, Nationwide Permit #3 and requires a project specific water quality certification by the State Water Resources Control Board.

1. Class 1 15301(b), exempts operation, repair and maintenance of existing facilities of investor owned utilities used to provide electrical power. 2. The Kern 1 Hydroelectric Project is an existing federally licensed project and is owned by SCE, a publicly-owned utility, to generate electrical power. 3. The project will not result in any impacts to listed threatened or endangered species. 4. This project will not cause significant adverse impacts on any sensitive environment and will not result in significant cumulative impacts. 5. The Kern 1 Hydroelectric Project sediment management program will not impact the beneficial uses of the Kern River.
