Document Description
The project being studied is the comprehensive update of the City of Scotts Valley 2002-2007 Housing Element (proposed Housing Element), one of eight elements of the City of Scotts Valley General Plan. The Housing Element includes a community profile, an analysis of potential constraints, a summary of housing resources, and an evaluation of past accomplishments. These sections provide the basis for the goals, policies, objectives, and programs contained in Chapter 5. It is this chapter that has a binding effect on development in the city. Chapter 5 also requires General Plan text and Map amendments to maintain consistency with the Housing Element and other General Plan Elements. Adoption of the Housing Element, General Plan Text and Map amendments are subject to analysis under the California Environmental Quality Act.
