The 3.4-acre parcel is served by community water and an on-site sewage disposal system. The parcel is located in a rural neighborhood with single family residences on parcels ranging from less than an acre to greater than 10 acres. Grazing lands and transitional agricultural lands/wetlands occur between Myrtle Avenue to Highway 101. GP: Rural Residential - 5-acre minimum (RR). Humboldt Bay Area Plan (HBAP). Density: A density range of one unit per 2.5 acres to one unit per 5 acres. Applicant proposes 1 unit per 3.4 acres. Z: Rural Residential Agricultural with a minimum lot size of 2.5 acres and the Stream & Riparian Corridor protection combining zone (RA-2.5/R).
Document Description
A modification to a previously approved Coastal Development Permit and Special Permit to consider the construction of an approximately 1,187 square foot addition to an existing single-family dwelling. Also included is the construction of an approximately 544 square foot covered deck. The septic system which currently serves the existing home is proposed to be replaced. A new septic tank on the north side of the home is proposed to be located within the 100 foot Streamside Management Area setback of an unnamed tributary to a perennial stream on the east side of property. A Special Permit is required to consider granting a reduction of the Streamside Management Area setback to enable placement of the septic tank as well as the proposed addition to the existing home. The Coastal Zone is divided within the property between state and local jurisdiction. A separate Coastal Development Permit was processed by the California Coastal Commission (Permit # 1-06-033) involving the placement of a mound leach field on the east end of the property above an unnamed creek adjacent to Spears Road. A previously approved Coastal Development Permit and Special Permit which authorized the construction of a pond will be modified to include the proposed addition and septic tank expansion. No trees will be removed and minimal grading is expected. A biological report has been prepared and circulated to the Eureka office of the Department of Fish and Game for comments.
