Document Description
This document is prepared as an Addendum to the San Bernardino Municipal Water Department’s (Department) Verdemont Water Infrastructure Project for which the City adopted a Mitigated Negative Declaration (MND) in May 2007. The original project encompassed a series of water system improvements to the Municipal Water Department’s water supply infrastructure. The Phase 2 water system improvements identified in the 2007 MND include: a 2.0 million-gallon (MG) water storage reservoir; a pump station; a pipeline connection to the new reservoir; and support infrastructure. Collectively, these facilities are designated the 2300 Zone East Pump Station, East Reservoir and Pipeline. Based on the review in 2007, implementation of Phases 1 and 2 of the project was approved (note Phase 1 has already been installed). The Department is now proposing to install the Phase 2 components. The Mitigated Negative Declaration prepared for the above-described project constitutes the existing environmental data base for consideration of this Addendum, i.e., the data contained in this Addendum document constitutes an addition to the whole of the existing environmental information compiled for the whole Verdemont Water Infrastructure Project. This Addendum, combined with the original Initial Study, serves as the basis for a second-tier environmental review of the Department’s decision to proceed with installation of the Phase 2 Verdemont 2300 Zone facilities. The Phase 2 facility locations remain the same and the proposed reservoir operations will be integrated into the Department’s water supply system. However, the size of the reservoir has been decreased to 1.0 MG of storage capacity; the pump station capacity has been reduced to 3,500 gallons per minute (gpm); and the pipeline has been reduced to 2,900 lineal feet. Based on the delay in implementing Phase 2, some of the environmental circumstances have changed and new issues have been added to the standard Initial Study Environmental Checklist Form. Therefore, a decision was made to prepare a follow-on California Environmental Quality Act (CEQA) environmental document. The focus of this documentation is on any changes in circumstances that may affect or be affected by the decision to install the Phase 2 Verdemont 2300 Zone facilities on the same property as originally envisioned. This Addendum modifies the Mitigated Negative Declaration adopted by the Department in May 2007 as its (CEQA) environmental determination for the proposed implementation of the Department’s Phase 2 Verdemont Water Infrastructure Project. No other changes in the approved project are proposed at this time.
