The project involves the installation of new pipeline as related to maintenance, repair, restoration, removal, or demolition of an existing pipeline as set forth in section 21080.21 of the Public Resources Code and the project does not exceed one mile in length. The proposed development that will utilize the gas connection has been previously contemplated with in the scope of the October 2003 Riverside County General Plan and EIR. Those documents are herein incorporated by reference.
