The applicant, Plains Exploration & Production Company (PXP), has applied to the City of Montebello for a permit to drill 10 wells. Two of the wells would be used for oil and gas production, and 8 of the wells would be used for water injection pressure maintenance wells. The project would be located wholly within the existing boundaries of the 488 acre Montebello Oil Field, Los Angeles County, as recognized by the California Division of Oil, Gas, and Geothermal Resources, field map #122. The property is zoned Residential Agriculture with an Oil Production Overlay District (R-A-O), and is an active oil field.

The project involves the installation of two new oil and gas production wells and eight new water injection wells within an existing oil and gas field, on private property that is zoned for oil production. The existing site has had 270 wells drilled that have been used for oil and gas production, as well as water injection pressure maintenance wells. The addition of 10 new wells will not represent an expansion of use beyond what is currently occurring at the Montebello Hills Oil Field. Moreover, the area needed to establish the new wells would be located where one existing and one abandoned well exists, and no modifications to the existing well pad area would be necessary to accommodate the project.
