A Mitigate Negative Declaration (MND) was prepared and a NOD was filed in May 2007 for upgrades to the Clear Creek WWTP. Subsequent changed have been made to the project as a result of discussions with the RWQCB in an effort to improve treatment prior to discharge. The changes are minor technical changes within the footprint of the plant and do not impact env resources or increase capacity of the plant. As such, an addendum was prepared pursuant to Sec 15146 of the CEQA Guidelines. Although not required by CEQA, the State Water Resources Control Board SRF staff has requested public noticing of this Addendum pursuant to state financing process policies.
