The proposed project consists of a General Plan Amendment to change the land use designation of the northern approximately 1.5-acre portion of the 2.5-acre site from Public/Institutional (PI) to Residential Attached (RA) to accommodate future residential development. The General Plan land use designation of the southern 1.0-acre portion of the site is proposed to change from PI to Parks and Recreation (PR) to accommodate a public park. The project also includes a Zone Change to change the Zoning designation from PI to Multi-Family (RM) and PR to be consistent with the General Plan Amendment. No specific residential project is proposed as part of the current request. Future residential development of the site will be subject to a separate discretionary Site Development Permit process with the City of Laguna Niguel.
