Document Description
The Removal Action Workplan (RAW) for the proposed Alex G. Spanos Elementary School addresses management and control of soils impacted primarily with high concentrations of lead throughout the Site, and small isolated high concentrations of PCB's, arsenic, mercury, and Total Petroleum Hydrocarbons-Motor Oil. Approximately 6,000 cubic yards of contaminated soil will be removed from the Site to complete the process. Cleanup goals for unrestricted land use of the property have been established utilizing health-screening results for associated target concentrations.

Reasons for Exemption
This project constitutes a minor removal activity to allow the construction of the proposed school and to eliminate the threat of a release that could expose sensitive populations at the school site. The proposed removal action and disposal including workplan preparation and reporting is estimated to be approximately $953,250. The site is not on the Hazardous Waste and Substances Sites List and is not an area of known biological resources. The cultural resources at the site are being thoroughly investigated concurrently with the Removal Action for the Site. Existing mitigation, from a prior EIR and the resulting Treatment Plan sign by the State Historic Preservation Office under Section 106 of the NHPA, will result in assuring that there are no significant effects to cultural resources from the school site cleanup excavation activities.
