Reasons for Exemption
The Development Plan Review is a ministerial action which by itself would be exempt from CEQA. However since the Special Review of Parking is not ministerial, the project must be evaluated as discretionary. The proposed Special Review of Parking consists of the minor alteration in land use limitations, which does not result in any changes in land use or density and is therefore exempt from the provisions of CEQA.
