Document Description
A twelve inch diameter domestic water line will be constructed within the right-of-way of Fresno Avenue, from Highway 43 to Maple School, in order to provide City of Shafter municipal water to Maple School. The installation is approximately three miles in length. The water line will connect to the existing main along Highway 43. A service lateral, complete with a meter, meter vault and backflow prevention device will be installed at the school's property line. The service lateral will be connected to the school's existing domestic distribution system. The school's current well supply will be disconnected from the domestic distribution system to prevent cross-contamination.

Reasons for Exemption
The 12-inch diameter domestic water line to be constructed within the right-of-way of Fresno Avenue is exempt from CEQA because there is no possibility that the project would have any potential significant effect on the environment. The water line will be installed entirely within the right-of-way of Fresno Avenue. The approximately 18 foot wide north and south dirt road shoulders of Fresno Avenue are barren of any vegetation from pavement to property line. There is no sensitive species habitat, no record of sensitive species, wetlands, or structures within, adjacent to, or near the right-of-way of Fresno Avenue along the project alignment. All required encroachment permits from the County of Kern and California Department of Transportation will be obtained prior to installation. Therefore, it is not possible that the installation of the water line in Fresno Avenue would have any potential significant effect on the environment.
