Reasons for Exemption
1. This project consists of the repair, maintenance and minor alteration of an existing facility. No significant changes to the treatment processes are proposed. Of the proposed additional 9% hazardous waste tank capacity increase, more than half represents greater neutralization of existing wastes rather than additional thoroughput. The remaining changes are up-scaling for maximum peak capacity rather than increases in the average daily capacity. 2. All units are within secondary containment that meets current standards. 3. The new storage area only stores solid hazardous waste that poses insignificant risk of releases into soil and groundwater. The primary purpose of this area is to define separation of waste storage from recycling process and raw materials areas received and to assure better identification of these wastes and compliance with the hazardous waste management laws. 4. The revisions to the waste analysis plan are to clarify procedures and conform to the DTSC guidance. 5. There have been no documented releases from hazardous waste units at the facility. 6. The facility is not on the Hazardous Waste and Substances Sites List pursuant to Government Code Section 65962.5 and is not in area known to contain biological or cultural resources. The project creates no expansion of the footprint of the existing developed industrial area and no significant excavations are proposed.
