Restore bird habitat on the lake's five bird islands to save 1st Wildlife Refuge in California. Create 100' long demo-marsh to create more bird habitat and evaluate and inspect up to 2,000 urbanites who visit the lake daily. Project also includes a study of Lake sediments.
