The project is consistent with the general plan and zoning designation and regulations. The proposed development is within the City limits, on a 3.81-acres site surrounded by urban uses. The project site has no habitat value and can be adequately served by existing utilities and public services. Approval of the project will also not result in any significant effects relating to traffic, noise, and air and water quality.
