Preparation and adoption of a map depicting the City's existing water service area (Water Service Area Boundary Map dated September 26, 2006) which includes the City of Santa Cruz, portions of the City of Capitola, and portions of the unincorporated Santa Cruz County that are currently served by the City of Santa Cruz Water Department. Upon adoption by the City, the map will be forwarded to the Santa Cruz County LAFCO for review and approval.

Reasons for Exemption
The proposed project consists of a graphic depiction (map) of the City's water service area boundary, which to date has not been accurately depicted. The existing water service boundaries map includes all parcels currently served as adopted by resolution of the City Council on March 22, 1988, as well as the recently annexed Rolling Woods Mutual Water Company. All parcels within the City limits and unincorporated parcels within the County's Urban Services Line are included within the water service area (i.e., the urban Live Oak area of the County). Parcels outside of the City limits and the County's Urban Services Line are only included if they already have water service from the City's system. Thus, the project will provide an accurate mapping of the City's existing water service area, but does not change the geographical area in which water service has been previously provided. Adoption of this service area boundary map is categorically exempt from CEQA since the service area is not being expanded, but simply mapped to define the service area limits in existence since 1988.
