BVWSD's proposed 2006 Groundwater Transfer Program involves the exchange of up to 50,000 af of BVWSD's State Water Project (SWP) contract water for an equivalent quantity of previously imported and recharged 2005-06 SWP Article 21 water. Assuming that SWP Article 21 water banked during 2005-06 is an exportable water supply as declared by juridictional agencies (i.e., California Department of Water Resources, Kern County Water Agency, and the State Water Contractors), BVWSD proposes using all or a portion of the 50,000 af account for possible future water sales to EWA (Environmental Water Account) and/or to other parties, over a period of several years.
