MCWD would own, construct, operate, and maintain a desalination plant and related facilities to transport desalinated water to a delivery point, where some of the desalinated water will be received by MCWD and some will be received by CAW. CAW would own, construct, operate, and maintain the pipeline, conveyance, and pumping facilities necessary to deliver water to its customers. The Monterey Regional Water Pollution Control Authority (MRWPCA) would own, operate, and maintain the outfall for return of brine to the sea.
