The project involves repairing a sanitary sewer pipe that is in imminent danger of failure and in need of immediate repair. USD has accordingly declared an emergency in its Resolution No. 2508 passed by the USD Board of Directors on September 6, 2006. A pipe failure could result in the discharge of significant quantities of raw sewage into Alameda Creek and may result in elimination of sewer service within the affected area. The project involves pipeline repair only and no expansion of existing use.
