Reasons for Exemption
The permit modifications are minor changes to Part B of the Permit and will not have a significant effect on the environment. The reasons supporting our conclusion are: 1. The person that is being added to the emergency contact list of the contingency plan is trained and qualified for the position. He is also familiar with the implementation of the plan and emergency response at the facility. 2. The coordinator's off hours response time, which is now approximately 1/2 hour, will not be affected by the change of personnel. 3. The modification to the permit will not affect the makeup of the personnel that manage the facility. 4. The proposed modification to the permit will not change the operation plan with the exception of the change in the contingency plan emergency contact. 5. The facility is not on the Hazardous Waste and Substances Site List pursuant to Government Code section 65962.5.
