- The General Plan Update represents the City's comprehensive policy guide for development and conservation over the next 15 to 20 years. Up to 10,700 new dwelling units and up to 3.3 million square feet of new commercial, office, and industrial building space could be accommodated during the General Plan time horizon, as well as schools, parks, and other uses. The General Plan describes the comprehensive transportation network that will serve new neighborhoods and the existing City and the full range of other infrastructure and public services that will be required. This General Plan includes a comprehensive array of policies designed to reduce environmental impacts associated with new growth.
