The MSR evaluates the public services provided by the City (e.g., water, sewer, police and fire protection) and provides the information base for updating the City's Sphere of Influence. The Cortese-Knox-Hertzberg Act of 2000 calls for a MSR to be completed prior to or concurrent with a Sphere of Influence (SOI) Update.
