Reasons for Exemption
This Class 30 action is a minor cleanup action to be taken to prevent, minimize, stabilize, mitigate, or eliminate the release or threat of release of a hazardous waste or substance which is a small removal action costing approximately $40,000. The RAW includes an Excavation Plan, Engineering Evaluation/Cost Analysis, Health and Safety Plan, Quality Assurance Project Plan, Transportation Plan, and Air Monitoring and Dust Control Program. The project will not have a significant effect on the environment because of the relatively small volume, short project duration, and the controlled manner in which contaminated soils will be excavated, loaded into trucks, and taken off-site for lawful disposal. The proposed Central Los Angeles Middle School No. 3 site is not on the Hazardous Waste and Substances Sites List or in a sensitive cultural or biological resource area.
