A General Plan Text Amendment to amend Commercial Development Policy 2(f)(3)(A) Freeway Service Volume I, page IV-25. The proposed text will add the intersection of two state highways as a locational criterion for Freeway Service areas. The proposed text states: Development and Locational Criteria: Freeway Service areas shall be: (A) Designated only adjacent to full freeway interchanges, or where two state highways intersect, where development will be easily accessible and visible to both the freeway and state highway traveler.
