Document Description
The project involves one encroachment: the partial closing of an existing valve to restrict stream flow in Mill Creek at an existing Dam forming Upper Mill Creek Reservoir until the Reservoir is full. During Reservoir filling, the bypass flow will be reduced to two cubic-feet per second or the natural inflow whichever is less. Once the Reservoir is full, the outlet valve will be closed and all inflow to the Reservoir would passively bypass downstream over the Dam's spillway. This Agreement also covers minor maintenance.
