DTSC has reviewed the closure sampling and determined that (a) the site Wastewater Retention Basin Unit is properly closed, (b) that no contamination above background levels is present in soil, and (c) that no further action is necessary to complete the closure of the unit and no post-closure maintenance of the unit is required.

Reasons for Exemption
No further action is needed to close the retention basin because the closure standards for an unrestricted land use have been met: Sampling indicates that all contaminated soil beneath the retention basin was removed by SCE to background levels. Therefore, there is no risk to human health. Additional sampling indicates that the groundwater quality was not impacted by the past operation of the retention basin. The approval of this CDR report is merely administrative and will not result in any additional investigation or remediation activities for the site. Therefore, there is no possibility of significant impact to human health and the environment. While this site is listed in the Hazardous Substances Site List pursuant to the Government Code 65962.5 the listing is due to a leak from a gasoline underground storage tank in 1987. The groundwater under the retention basin was not impacted by the underground tank activities. The groundwater monitoring for the retention basin did not detect any compound associated with petroleum hydrocarbons. Therefore it is clear that this release was unrelated to the regulated unit.
