Reasons for Exemption
Class 14 exempts minor additions to existing schools within existing school grounds, where the addition does not increase the original student capacity by more than 25% or 10 classrooms, whichever is less. The addition of one new portable classroom would increase the number of portables on the school grounds to five, an allowable expansion under the Class 14 exemption. The original design capacity for the school is 1,500 students; under the allowable 25% increase in student capacity the total number of students cannot exceed 1,875 students. The projected student enrollment with the addition of one portable classroom for the 2006-07 school year would be 1,559 students, which represents an approximate 4% increase in the original student capacity. The addition of one new portable classroom would require minor site preparation work, but will not result in demolition of existing structures on site. There is no reasonable probability that the project will have a significant effect on the environment due to unusual circumstances because the site is already developed with a school.
