Document Description
On February 18, 2011, the Environmental Impact Report (EIR) for the Well Master Plan was approved and adopted by the Soquel Creek Water District Board of Directors (Board), and findings and a mitigation monitoring and reporting program were also adopted pursuant to Resolution 11-08. An Addendum to the EIR was prepared by the District for this Project. On December 17, 2024, the Board adopted Resolution 24-18 that approved the Addendum to the Well Master Plan EIR for the Project. The Board also adopted Resolution 24-19 which calls for sealed bids for the Project no later than January 15, 2025 for furnishing all labor, materials, equipment, and services for the construction of improvements designated as CWO 23-0101 Cunnison-Tannery Well Site Centralized Water Treatment Plant Pipeline. The Board found that the Project necessitated only minor modifications to the EIR. Therefore, pursuant to State CEQA Guidelines section 15164 and Public Resources Code section 21166, an Addendum to the EIR is the appropriate document and the preparation of a subsequent or supplemental EIR is not required for the Project as the Board found that the Project will not result in substantial changes that would require major revisions of the Final EIR due to the involvement of new significant environmental efforts or a substantial increase in the severity of previously identified significant effect. The Board also found that the Project will not result in substantial changes with respect to the circumstances under which the Project id developed that would require major revisions to the EIR due to the improvement of new significant environmental effects or a substantial increase in the severity of the previously identified significant effects. The Addendum does not present new information of substantial importance that was not known or could not have been known with the exercise of reasonable diligence at the time the EIR documents were certified. The Soquel Creek Water District (District), with the assistance of Black and Veatch, has prepared plans and specifications and bid documents for certain improvements related to the Well Master Plan that are entitled and known as the Cunnison-Tannery Well Site Centralized Water Treatment Plant Pipeline Project, 23-0101 (Project). The work to be done for the Project includes installation of 2,260 LF of 12” PVC mainline, installation of one new fire hydrant, associated testing and inspection and pavement restoration. On December 17, 2024, the Board approved the District to solicit bids for this work.
