Document Description
Supplement 04 discloses newly proposed project areas that are within the scope of the original Big River Watershed Restoration Proposition 40- River Parkways Grant Project- Mitigated Negative Declaration’s (MND), SCH#2006072012; the Glenbrook Gulch and M-9 Spur Decommissioning Projects. During the original submittal, the Big River acquisition was new to the Mendocino Headlands State Park and the original scope was limited due to funding, staffing and immediate needs. Follow up road assessments have found high priority and maintenance sites requiring work to prevent sedimentation to Big River and Albion River, restore watershed and wildlife functions and allow for critical ingress and egress into the park. All additional sites included in this Supplement are consistent with the purpose and objectives of the original MND by replacing failing crossings, restoring historic topography, revegetating and decommissioning former logging roads, and reducing sedimentation to Big River and Albion River.
Glenbrook Gulch Addition includes:
• Twelve (12) sub-project sites scattered throughout the unit;
• Upgrade one (1) section of the failing A1.0 road, primary access to the
Glenbrook Gulch sub watershed, with appropriate road structures to convey 100-year flood flow while reducing erosion and sedimentation to Albion River;
• Decommission eight (8) sections of the A6.0 road and spurs;
• Decommission three (3) sections of the A7.0 road;
• Restore10 stream crossings within the A6.0 and A7.0 roads to historic channel alignment and gradient.
The M9 Spur Road Decommissioning Addition includes:
• Twenty-one (21) sub-project sites along the M9 road and 5 legacy logging skid roads;
• Maintain the M9 roadbed due to necessary access for personnel and emergency vehicles;
• Replace one (1) culvert, per original MND, on the M9 road to convey 100-year flows;
• Decommission twenty (20) sections of the 5 legacy logging skid roads;
• Restore 15 stream crossings to historic channel alignment/grade via removal of culverts, road fill, and upslope sediment;
• re-contour to historic geography;
• re-vegetate to reduce surface water run-off and sedimentation.
All prior mitigation measures, best management practices, permitting requirements, monitoring, and maintenance activities, as specified in the original MND, continue to apply for the entirety of the Project, including the additional sites described in the Supplement.
