Document Description
The Proposed Project involves modifications to the roadway and bridge designs that were previously approved through the Elverta Road Widening Project Final Environmental Impact Report (EIR). The following description for the Proposed Project captures elements of the EIR project description as well as the technical modifications associated with a taller, longer bridge: 1. Widening Elverta Road to four lanes (two lanes in each direction) with a fully landscaped, raised center median. 2. Class II bike lanes and improvements for ADA compliance, including new roadside ditches and driveway culverts on the north and south sides of Elverta Road. 3. Modified traffic signals at the intersection of Elverta Road and 28th Street and construct headwalls/retaining walls as necessary. 4. The existing 266-foot-long, two-lane Elverta Bridge (Bridge No. 24C-0361) at Dry Creek will be removed and a new 350-foot long, six-lane reinforced concrete bridge (ultimate bridge width). The new bridge includes shoulder/bike lanes and pedestrian walls on each side and an equestrian pathway enclosure is proposed on the north side. 5. To maintain Elverta Road open to traffic during larger storm events, DOT proposes to raise the roadway (profile) grade up to 6 feet at the center of the bridge, to provide better hydraulic capacity, allowing Elverta Road to remain open during larger storm events. A vertical curve is designed to touch down to existing grade as soon as practical off each end of the bridge. 6. To address drainage concerns at the west approach, the Proposed Project would include 1 O 2-foot-diameter corrugated metal pipe (CMP), or high-density polyethylene (HOPE) pipe culverts placed beneath the west bridge approach. These would allow flows on the west side of the creek to pass beneath Elverta Road, rather than being impounded and forced laterally to the east to pass through the bridge opening. This would reduce backwater and inundation at the west end of the project site. 7. The Proposed Project would replace the existing double arch culvert beneath Elverta Road east of 28th Street, with a two-cell reinforced concrete box culvert with over twice the opening size of the existing culverts. This feature would serve as a relief valve allowing flows on the east side of Dry Creek to pass beneath Elverta Road, rather than being impounded and forced laterally to the west to pass through the bridge opening.
