The SJVUAPCD investigated the possible environmental impacts of the proposed project, and since we are not changing the overall emissions reductions, we're not introducing new measures, and we are using reductions from funding already appropriated to address contingencies, the proposed action is exempt from the provisions of the CEQA under the provisions of Public Resource Code Section 21080(b)(8) and Section 15061 of the State CEQA guidelines.
