The California Regional Water Quality Control Board, Lahontan Region finds that this project, as permitted, will not have a significant effect on the environment and meets the exemption type since it consists of conversion of an existing small structure (two culverts) with only minor modifications (two additional culverts). The project is, therefore, exempt from the provisions of CEQA pursuant to Section 15303.
