The project consists of the application for a conditional use permit for operation of a church at the site. The proposed use is allowed in the light industry zone with a conditional use permit. The site is adequate and appropriate for the proposed use as a church. The use of Section 15303, New Construction or Conversion of Small Structures, is applicable and appropriate.
