Document Description
The California Department of Forestry and Fire Protection is in the process of upgrading Devil's Garden Conservation camp waste water treating facilities. Upgrades will include the following: (1) raise the levees of the existing evaporation ponds by one foot; (2) replace the existing septic tank with a new 15,000 gallon septic tank; (3) add a lift station; (4) replace the existing grease trap with a 5,000 gallon grease trap; (5) replace the existing spray field pump station with a new pump station, new piping and new spary nozzles; (6) retrofit the existing dorm plumbing with waterless urinals, and install low-flow toilets, laser operated automatic sink fixtures, and install automatic shut-off tempered shower trees. The improvements will lessen the impact on the spray fields, minimize the impact on the environment, and allow the camp population to remain at full capacity during the winter months. All improvements are within the boundaries of the existing Forest Service lease. Soil from the levees will be obtained from a Caltrans street project in Alturas, from within the permitted area, or from an approved USFS source - all certified toxic weed free.

Reasons for Exemption
This exemption allows for the "...operation, repair, maintenance...or minor alteration of existing public...structures, facilities...involving negligible or no expansion of use beyond that existing at the time of lead agency's determination." The project involves the upgrading of the evaporation ponds and associated spray fields by upgrading the spray field pump system, raising the pond levees one foot, installing a larger septic tank, and a larger grease trap, adding a lift station and improving the dorm plumbing fixtures to reduce individual water use - all qualify as "negligible minor alteration or expansion of an existing use." CDF and the Forest Service have investigated the project area and are unaware of any potential new project impacts and have mitigated archaeological impacts by complete avoidance of known sites.
