Document Description
The Operator intends to alter the streambed by installing 12 pairs of spur dikes (a trapezoidal-shape structure made up of ungrouted rock). The dikes will be keyed into the banks to prevent flanking, would have an approximate height of four (4) feet above ground leve, and would taper down below ground level as they approach the banks of the low-channel.

Reasons for Exemption
Ventura County was declared to be in a state of emergency by the Governor of California on January 12, 2005 that began on January 9,2005. Subsequent storms in February and March 2005 caused additional damage to existing facilities and infrastructure. This project consists of specific emergency actions that would provide short-term low-level protection along the highly eroded areas damaged by flooding and erosion. The proposed emergency actions are necessary to maintain public safety and protect developed properties and infrastructure. Project structures would be installed within a few months and would provide protection against storm events that have high probability of occurring in the short term.
