DWR is the lead agency for the planning and construction of this project, which addresses one of the critical levee sites in need of emergency repairs pursuant to the Governor's proclamation. The project site, known as Site 16 SAC 145.9L (Site), includes an estimated 500 linear feet of levee (water side) erosion and a total project footprint of approximately 2.42 acres.

Reasons for Exemption
As a result of the imminent threat of catastrophic levee failure, Governor Arnold Scharzenegger declared a state of emergency for California's levee system on February 24, 2006. The emergency repairs specified for this project are necessary (1) to maintain the levee system which is essential to protecting public health, and welfare and (2) to prevent an emergency from a catastrophic levee failure.
