As a result of the imminent threat of catastrophic levee failure, Governor Arnold Scharzenegger declared a state of emergency for California's levee system on February 24, 2006. The emergency repairs specified for this project are necessary (1) to maintain the levee system which is essential to protecting public health, safety, and welfare, and (2) to prevent an emergency from a catastrophic levee failure.
