Document Description
DTSC has granted an Emergency Permit in accordance with Title 22, California Code of Regulations, Section 66270.61 to United Technologies Corporation to allow a one time treatment of a hazardous waste. This one time treatment will take place on one day between the dates of June 20 and June 23, 2006 or June 27 and June 28, 2006. The waste consists of a solution of A-Diol dissolved in isopropyl ether contained in a glass bottle with an approximate capacity of one gallon. A small blasting cap is used to shatter the bottle. Kerosene and wood are ignited remotely to burn the material. All remaining ash, glass, and wood will be tested and disposed of at a Class 1 RCRA landfill. The metal plan on which the burn will take place will be decontaminated using cleaning solution and rags. All cleaning materials and rags will be disposed of with the other materials at a Class 1 RCRA landfill.

Reasons for Exemption
The project is necessary to mitigate a hazardous condition. The bottle with 1,500 grams of A-Diol solution is unstable to safely transport offsite for disposal. This action is being taken to prevent injury to facility personnel or to property or the environment. DTSC has reviewed the detailed procedures for protection of worker and public health and safety. No significant environmental impacts are anticipated because the project is in an area that has previously been disturbed, the site is remote and no sensitive habitats or cultural resources have been identified in the area of the project location. Controls in the project design that will eliminate possible significant impacts include the following: 1. The work area is paved and will be cordoned off and secured. The paved area measures approximately 50 by 80 feet and is protective of animals and plants in the neighborhood. 2. Protected or endangered animal or plant species will be harmed as the treatment is being conducted on an existing asphalted surface large enough to protect surrounding habitat. 3. The personnel involved will be experienced contractors, using properly trained and equipped hazardous waste workers to follow the prescribed workplan and health and safety plan. 4. The container will be opened remotely and the wood-kerosene fuel will be ignited remotely. 5. The work site will be decontaminated and remaining materials will be disposed of properly.
