Document Description
The project consists of amendments to an existing BAAQMD regulation that establishes fees for source operations and other activities. The amendments, which become effective on July 1, 2006, increase fee revenue in order to enable the District to address increasing regulatory program activity costs. The amendments increase fees for equipment in some of the schedules in Regulation 3 by 5% or 15%, based on the results and recommendations of a study completed last year for the District by the accounting firm Stonefield Josephson, Inc. (Bay Area Air Quality Management District Cost Recovery Study, Final Report; March 30, 2005). In addition, the amendments increase administrative fees by 5% for new and modified source filings, duplicate permits, emission banking filings and withdrawals, interchangeable emission reduction credits, alternative compliance plans, permit renewal processing, and health risk screening analyses. The amendments decrease fees for reinstatement of permits that have lapsed due to late payment. The proposed amendments are authorized by Health and Safety Code Sections 42311, 42311.2, 41512.7, 42364, and 44380, and 40 CFR Part 70.9.

The regulatory amendments which constitute this project modify charges by the BAAQMD for sources of air pollution.
