Document Description
This project is the approval of a Removal Action Work Plan (RAW) by DTSC for the removal of lead (Pb) contaminated soil from around the barracks and buildings at the Former Fort Ord training facility constructed between 1940 and 1945 by the U.S. Army. Site characterization indicates that the Pb contamination is likely from lead-based paint residue and chips from the buildings and past maintenance. Characterization also indicated that the contamination is mainly in the top one to two feet of soil and within three feet of the drip-line of building roofs. Based on site characterization and the removal action goals, approximately 7,900 cubic yards of soil will be excavated and transported off-site for disposal. The excavated soil will likely meet the characteristics of a hazardous waste due to the high concentrations of Pb in the soil. The removal action cleanup goal for Pb (203 mg/kg total Pb) is the based on the intended future use being residential with no health based use restrictions. Future development of the site is planned for mixed residential and commercial uses and will include parks.

Reasons for Exemption
The Remedial Action Work Plan (RAW) has no potential for significant environmental effects because all aspects of the project, including excavation, loading, on-site stockpiling, loading for final disposal at a licensed facility and transportation offsite will managed by the RAW in a manner expressly designed to eliminate opportunities for exposure. Specifically: - The project plans calls for between 35 and 40 days of actual excavation and 10 to 20 days of actual off-haul. Work will be limited to 8 hours per day. During contaminated soil removal, if it is taking place near any potential receptors, real time air monitoring for fugitive emissions will be conducted until dust control methods have been proven for each task of work. Soils removed will be loaded directly to truck for movement to a storage location. The trucks will then be decontaminated and covered and the soil will be moved via a designated route to the stockpile location. The RAW incorporates the work conditions recommended by the Monterey Bay Unified Air Pollution Control District in their letter of May 2, 2006. - Contaminated soils will be stockpiled on site until sufficient volume is available for offsite shipment for a maximum of five weeks. - Up to 1,000 yards will be held on a paved area surrounded by K barriers and fabric to control sediment and surface waste runon or runoff. While on-site, the waste soil will be covered and enclosed within a fenced facility. Once the remediation is complete, the paving will be removed and shipped for appropriate disposal, eliminating the need for decontamination of the area. - The waste soil generated will be transported offsite in fully tarped trailers by a licensed transporter to an approved disposal facility. Shipping off-site would not be done on the same day as excavation and stockpiling. All waste that meets the hazardous waste criteria or that exceeds 350 ppm total lead concentration will be shipped to a Class 1 hazardous waste facility under a manifest using a registered hauler. - Trucks hauling waste soils offsite for disposal will enter directly onto Hwy. 1 and proceed to Hwy. 101 North or Hwy. 152 east to I-5. No local street outside of the former base will be used. A maximum of 22 trucks per day will leave the site when shipping is occurring. Shipments will be timed to avoid peak commuter hours.
