Document Description
The Orange County Council of the Boy Scouts of America is proposing to make basic temporary improvements on a 12-acre site owned by the Santa Margarita Water District (SMWD). The camp will be used by both Cub Scouts and Boy Scouts for programs including camping, catch-and-release fishing, field activities, team-building, archery, slingshot safety, BB gun safety, hiking and educating campers about regional environmental issues. The proposed Camp will include three mobile-home type buildings, a few locked storage bins and a small boat house. The mobile homes will be used for (1) a full-time facility manager's residence, (2) a chaperone quarters/first aid, and (3) a clubhouse/Camp store. These mobile homes will be separately permitted through the building permit process. The proposed improvements would not increase the capacity of the Camp site. Rather, they would upgrade amenities and provide better and safer facilities for campers and staff.

Reasons for Exemption
Section 15323 permits the normal operations of existing facilities for public gatherings for which the facilities were designed, where there is a past history of the facility being used for the same or similar kind of purpose. CEQA guidelines defines "past history" as the same or similar kind of activity which has been occurring for at least three years and where there is a reasonable expectation that the future occurrence of the activity would not represent a change in the operation of the facility. The proposed project has been examined in the context of this Section and has been found consistent with these criteria. Further, the application of this Section of the CEQA Guidelines is not barred by any exceptions set forth in Section 15300.2. A biological study was completed for the site. As described in the biology study, none of the proposed improvements are located in areas containing sensitive habitat. The proposed project is minor in scope and involves minor facility improvements and additions. Overall refurbishment would not change the size of the campsite or increase the capacity of the campsite. The proposed project would not result in a significant effect on the environment.
