Section 15301(c) of CEQA consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination. Section (c) of 15301 allows for existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails and similar facilities (this includes road grading for the purpose of public safety). The proposed project is for the installation of drainage improvements per the City's storm drain master plan, structural repairs of deteriorated areas, and overlaying streets with new asphalt and re-striping as necessary. The proposed improvements will have no impact on the vehicular capacity or function of the existing right-of-way.
