The proposed Plan Amendment involves the amendment of the Agency's existing Community Development Plan of the Ojo de Agua Community Development Project to detach territory, increase the Agency's authorized tax increment cap, reauthorize Agency bonding authority, increase the total bond limit for the Redevelopment Project, and reauthorize eminent domain authority on non-residentially occupied properties. The Plan Amendment does not itself implement specific land development. Through the amendment, mechanisms and tools for addressing blight will remain available.
