The area affected by the proposed project presently consist primarily of open space and farming operations. It has been divided into five sub-areas for purposes of analysis as shown on Exhibit A attached to the EIA Initial Study form. Sub-area A is presently designated in the General Plan for Travel/Recreation (TR) Commercial and zoned Public Utility (P-U). Sub-area B is presently designated for Open Space in the General Plan, however, except for a small part, it is zoned P-U. Sub-areas C, D and E are all designated for Open Space in the General Plan and are also zoned for Open Space (OS).
Document Description
The project consists of a City-sponsored ballot measure to ensure that the Flower Fields and Strawberry Fields area in the City of Carlsbad located along the Cannon Road corridor east of the I-5 Freeway is preserved in open space, that farming is allowed to continue as a viable open space use and that public access to the area is enhanced. The proposed measure amends the General Plan, the Zoning Ordinance and the City's Local Coastal Program to designate the area for special planning consideration and to establish the regulatory mechanisms necessary to implement the purposes of the measure.
