Since the certification of the DWWSP EIR in 2007, the Cities of Woodland and Davis have formed the WDCWA, a joint powers authority, to implement the DWWSP. WDCWA has proceeded with implementation of the DWWSP, including additional project planning in preparation of the engineering design and project construction phases, financial planning, and acquisition of project permits and approvals. To further project planning efforts, the WDCWA is now interested in evaluating a separate, stand-alone intake and diversion facility and associated raw water pipeline that would serve the DWWSP solely, as an alternative to the proposed intake and diversion facility that would be jointly owned and operated with Reclamation District 2035, in the event that the WDCWA and Reclamation District 2035 are unable to construct the joint intake and diversion facility.
