The draft rule is intended to reduce emissions of volatile organic compounds (VOC) from confined animal facilities. Annual VOC emissions from confined animal facilities are estimated to be over 27,000 tons per year. Averaged over 365 days, emissions are over 70 tons per day. Operations of large confined animal facilities will be required to implement controls that reduce this uncontrolled baseline emissions by approximately 30%.
