Surrounding land use designations along the north side of the corridor from Plumas Street to just past Shasta Street are designated Community Commercial. Uses along the south side of the corridor between Plumas Street and Boyd Avenue are designated Office and Office Park. Uses just to the east of Boyd Street are designated as Medium/ High Density Residential. The Bridge Street Elementary School and the Yuba City Cemetary are also adjacent to the project site. The parcels located in the project area are zoned Community Commercial (C-2), Heavy Commercial/Light Industrial (C-M) and Multi-Family Residence (R-3). In addition to these zoning designations, the parcels in the project area are contained with a Special Plan Combining District (SP) overlay zone, which was established to ensure that any new development or any additions and improvements to existing development meet the standards and regulations of an adopted specific plan. The project is part of a larger revitalization plan included in the 2004 Yuba City General Plan and the Central City Specific Plan and Revitalization Strategy.
Document Description
The project would include signal-phasing modifications, improved sidewalks and median, landscaping, 20-foot pedestrian-scale lighting and new pedestrian crossings along Bridge Street between Plumas Street and approximately 300 feet east of Boyd Street. The project would also include new underground utilities, increased corner radii, 36-inch storm drains and modification of the traffic signals that would include an emergency vehicle pre-emption system that would improve long-term emergency access and a northbound right turn overlap phase at the Bridge Street/Shasta Street Intersection, which would allow for concurrent green arrow signaling for both northbound right turn traffic and westbound left turn traffic. Several trees located along Plumas Street would need to be removed as part of project construction. The project location would also include Shasta Street and a portion of Boyd Street. The project work area would also extend slightly beyond the following limits: -300 feet East of Boyd Avenue on Bridge Street -250 feet South of Bridge Street on Shasta Street -200 feet North of Bridge Street on Shasta Street -100 feet South of Bridge Street on Boyd Avenue
