Document Description
This document is an Addendum to the 2012 Tulare County 2030 General Plan Update EIR (Addendum) for the General Plan Amendment Number GPA 20 I 7-A. The Addendum examines the environmental effects of the proposed General Plan Amendment 2017-A. GPA 2017-A is both an Update to the General Plan, and in some cases the Original Creation of Community Plans, Hamlet Plans, or Legacy Communities and their respective Plans, and is inclusive of Zoning Code and Zoning District Boundary Updates in order to implement the land use designations and community plan policies, within these planning areas (the "Plan"). GPA 2017-A is required by the General Plan and Housing Element. This document has been prepared in accordance with the relevant provisions of the California Environmental Quality Act (CEQA) of 1970 (as amended) and the State CEQA Guidelines, as implemented by the County of Tulare. According to Section 15168(c)(2) of the State CEQA Guidelines, an addendum program EIR or "Finding of Consistency" can be used in compliance with CEQA to address the effects ofa subsequent activity, so long as the activity is within the scope of the project covered by the program EIR. and no new effects are found, and no new mitigation measures would be required. As supported by the analysis presented in the Initial Study and Finding of Consistency, the Plan would not result in new or substantially more severe significant environmental effects than what was originally analyzed in the Tulare County 2030 General Plan Update EIR.
